The law in Pennsylvania, in plain English

Act 42 of 2017 legalized sports wagering in Pennsylvania under the Pennsylvania Gaming Control Board. Casino sportsbooks opened in late 2018 and the first online apps followed in 2019. The board's list of authorized online sports wagering operators has 11 brands, including DraftKings, FanDuel, BetMGM, Caesars, bet365, BetRivers, Fanatics and theScore Bet. The minimum age is 21, and Sixers games are on every licensed app.

Federally regulated prediction markets operate here as well. Novig, a CFTC-designated exchange where you take a position at a price set by other traders, is available in Pennsylvania, as are Kalshi and Polymarket US. The Gaming Control Board's executive director has warned Congress that sports event contracts undercut the state's licensed market, but the state has not moved to block them. House Bill 2711, introduced in July 2026, would regulate prediction markets under the Attorney General with a 21+ age floor rather than ban sports contracts; it has not left committee. Pennsylvania sits in the Third Circuit, which sided with Kalshi against New Jersey in April, and New Jersey has asked the U.S. Supreme Court to take that case.
